Regression : Cookie details row shift towards left (and text gets chopped) when focus reaches on expand / collapse icon.

Issue description

Chrome Version : 71.0.3558.0 (Official Build) 09438e58ad92274e6fa5f7a76429836ceeba5fa5-refs/branch-heads/3558@{#1} 32/64 bit
OS : Windows (7, 8, 8.1 ,10), Mac(10.12.6, 10.13.1, 10.14, 10.13.6), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, visit www.gmail.com (or any other web page) to generate few cookie entries.
2. Open NTP and navigate to chrome://settings/siteData
3. Select first cookie (accounts.google.com) entry present on the page such that cookie details page appear.
4. Now, press 'Tab' key twice to bring focus on expand/collapse icon and observe the first row.

Actual Result : Cookie details row shift towards left (and text gets chopped) when focus reaches on expand / collapse icon.

Expected Result : Cookie details row should not shift to left when focus reaches on expand / collapse icon.

This is a regression issue broken in ‘M-71’ and will soon update bisect information.

Suspect CL is very likely the cause, I will revert it.
