When the browser is maximised to the full screen then the screenshare feature has a limitation

Issue description

Chrome Version: 70.0.3538.16
OS: Macbook 12" 
Specification: Intel Mac OS X 10.13.3 High Sierra
CPU: Intel(R) Core(TM) m3-7Y32 CPU @ 1.10GHz ( x86_64architecture - 4 processors )
Memory: 8.59GB

P.S: This issue is specific for all Mac devices and not in any other platforms. 

What steps will reproduce the problem?
(1)Open any webrtc apps classic hangouts, meet etc.
(2)Perform a video call
(3)Maximize the browser to full screen or the video call tab if using classic hangouts.
(3)Start the screen share from Macbook device and select application window instead of "Your entire screen"

What is the expected result?
Screen share window shows all open applications that are running in mac.

What happens instead?
It shows only the video call tab and not the other applications that are running in parallel. This is only when the screen is maximized to full screen. 

If that window is to the original screen size, then we can share all the running applications.

Regression?
No this is not a regression. This can be a very old bug. I reproduced the issue in M68 in the same device.

It will be nice to have similar behavior throughout all the platforms [eg. windows, linux, and chrome book].

I think maximizing your window essentially minimize all other windows, meaning that the OS won't draw them. Brave, do you know?

When you maximize the chrome window, the chrome window will be on another virtual desktop. You can see it by pressing F3. On mac we can only enumerate the apps on the same desktop. That's the reason you can't share the apps.
Forgot to say, this happens when you click the green max button of Chrome window. You can also double click the title bar to max the window on current desktop, then you still can share the apps on same desktop.
