Merge WebRTC CL to M70: Prevent resolution limited max bitrate from going below min

This fix prevents the encoder from possibly stopping entirely when rescaling a window that is being screenshared. 
The fix is low risk, and this entire code path is not run unless the WebRTC-SimulcastScreenshare finch experiment is enabled.

Fix landed in Canary 71.0.3558.0
