Steps To Reproduce:
(1)Enable VPN on Pixelbook 128gb i5 processor w/ Chrome OS
(2)Version 68.0.3440.118 (Official Build) (64-bit)
(3)Attempt to cast to devices on wifi using bottom right services menu

Expected Result: Should be able to cast to android-enabled TV. No cast option available.

Actual Result: No cast devices option available, no devices discoverable while VPN enabled.

it? Unable to cast to devices
