"ZoomDecorationTest.BubbleAtDefaultZoom/1" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. Hi Trent! I'm not sure who to triage this flake to and you seem like someone who would be aware of work related to areas that could affect this test. Can you please help with triage? Thanks!

In the meantime, I'll be disabling the test.
