Create testing fake for background tasks

Since BackgroundTaskScheduler is difficult to unit test with, either a fake is required, or some harness around the JobScheduler would be nice infrastructure for anyone writing a background task.

Additionally, there are several implementations of a testing fake around Chromium, so at least centralizing one would reduce some copy pasta.
