Not sure if this is a regression (reverting back to the old tab style doesn't fix it) but the user feels like used to work.

Version: 69.0.3497.100

Steps to repro

0 Start with a mac with 2 screens
1 Open a window on screen 1
2 Maximize the window
3 Open 2 tabs in that window
4 open a window on screen 2
5 Drag a tab from screen 1

Expected: I can drag the tab and merge it into the tabs on screen 2

Actual: As soon as the tab turns into an independent window, the dragging stops (I tried several times, I'm not letting go of the mouse button by accident) and I'm left with a maximized window with just 1 tab in it.
