Allow manually attaching bugs for flakes

Flake Detector has many constraints on filing bugs, so it won't file bugs for every flake, however, developers may want to manually attach bugs to them to receive notifications.

Chan, do you mind taking a look? I think UI is the most heavy part in this feature.
