[VR Browsing] After scrolling, while finger remains on touchpad, cursor should not change to resize icon.

Issue description

Chrome Version: 71.0.3557.0
OS: O

Repro steps:
1. Place cursor in content window and perform a slight scroll, leaving your thumb on the touchpad.
2. Move the cursor just above the content window.

Expected: Scrolling blocks all hover events, so the cursor should not change to the resizing icon. (see video) as well, the highlighting to resize should not be displayed.

Actual: Cursor changes to the resizing icon.

** Needs UI feedback. 
This raises questions about whether blocking hover events after the user finished scrolling but the thumb is still touching the touchpad is the best decision. Especially in this case where the cursor has moved outside of the content window (there's nothing to scroll on anyway outside the window).
