a11y screen readers: resuming from sleep requires refresh of Docs and Sheets

Issue description

Google Chrome	71.0.3554.0 (Official Build) dev (64-bit) (cohort: Dev)
Firefox 62.0 (64-bit)
Windows 10
JAWS 2018.1808.10 ILM
NVDA 2018.3.1

Steps to repro:
# Launch screen reader
# Launch any Doc or Sheet and put content in it
# Make sure setting is to Accessibility > Settings > Braille support enabled
# Put computer to sleep (I just closed the laptop lid)
# Wake computer back up, resume reading the Doc or Sheet
Expected: content is read in same place as before
Actual: screen reader says "blank" until page is refreshed with F5, then reading resumes but the previous place is lost

This reproduces with both JAWS and NVDA and does not reproduce in Firefox.
