Background blur gets disabled when active window pointer wraps around in overview mode

Chrome Version: 70.0.3538.22 (Official Build) beta (64-bit)
OS: Chrome OS

What steps will reproduce the problem?
(1) Enter overview mode
(2) Use arrow right key to cycle through windows

What is the expected result?
Background remains blurred

What happens instead?
Background becomes sharp when the active window pointer wraps around.
