Steps To Reproduce:
(1)Open facebook page
(2)Goto Chrome menu -> Create shortcut and Click Create button with name as FB1.
(3)create one more shortcut for same page as FB2 

Expected Result:

Actual Result:
FB1 shortcut page pinned to shelf but not FB2 page
and at launcher FB2 is available but not FB1.   

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
