Issue descriptionCurrently, the "Learn more" link on the Network file shares settings page links to support.google.com. It should link to a help page that has details about how to use the feature.

weifang@- According to crbug.com/679462 (and some presubmit warnings) we are supposed to use a link without an answer id. It seems like the url should be support.google.com/chromebook/?p=network_file_shares based on the info in that bug, but that link doesn't go to the same page. Any idea how we can get a link without an answer id that points to the same spot?
