Valid MP4 is not displayed (black screen)

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36

Example URL:
file:///C:/1.mp4

Steps to reproduce the problem:
1. Open the provided mp4 in Chrome

What is the expected behavior?
The file is valid and should be displayed properly.

What went wrong?
Video starts and ends properly, but video content is not displayed (black screen is displayed instead).

Did this work before? N/A 

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? N/A

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 6.3

Displays on Linux, so likely the dxva video decoder doesn't like it. Want to take a look ted?
This is the video, for reference.
This also plays fine in 71 built from head, so I'll mark it fixed.
