ChromeOS Emoji context menu brings up Virtual Keyboard with QWERTY, not emoji

Issue description

Chrome Version: 69.0.3497.95 (Official Build) beta (64-bit)
OS: Chrome

What steps will reproduce the problem?
(1) Right click a text field
(2) Select emoji
(3) Try to input emoji

What is the expected result?
Emoji picker appears

What happens instead?
Virtual keyboard appears showing qwerty layout. It's not obvious that I need to select the "..." icon and then the smiley face to see emoji.

Once I figured that out, my choice appears to be sticky.

I've seen this bug once or twice. It doesn't seem to happen all the time. It definitely should be showing the emoji keyboard the first time, but sometimes it doesn't for some reason.
