Window caption buttons with a dark theme

I found a couple defects On Win10 + Chrome 69.0.3497.92
(1) Install a dark theme, like Marc Ecko:

(2) Activate some other window
Expected: The caption buttons are still "legible"
Actual: the button is painted black on black.

Additionally:
(3) Visit a site that can be added a shortcut (like this page)
(4) Chrome Menu -> "More tools" -> "Create shortcut..."
(5) Open the shortcut from the desktop
Expected: Window caption buttons match the titlebar, are "legible"
Actual: Caption buttons are painted black on black, even when active; don't match titlebar's look.
