FR: support omnibox not filling toolbar space

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. open google chrome
2. In the place where we enter URL, decrease the size of the box

What is the expected behavior?
Should be able to decrease the size of the box

What went wrong?
Unable to decrease the size of box

Did this work before? N/A 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.12.6

If all extensions icons are on the toolbar in your screencast, you only can make the URL-Bar larger to hide these icons.
But I want to make the URL-Bar shorter.. I should be able to do this.. I
was also having this icons previously and I was able to decrease it

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #69.0.3497.100 and latest canary #71.0.3558.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
