[MD Bookmarks] Move cut/copy/paste bookmark functions to the bookmark manager's 3-Dot menu next to the bookmark search bar rather than the top-level 3-Dot menu

Steps to reproduce the problem:
1. Open bookmark manager
2. Click 3 Dot Menu next to bookmark search bar 
3. 

What is the expected behavior?
Cut/copy/paste bookmark functions would appear

What went wrong?
Cut/copy/paste bookmark functions appear only in the top-level 3-Dot menu

Did this work before? N/A
