New chrome tabs activation region don't go to edge of window.

Issue description

Chrome Version:	69.0.3497.100 (Official Build) (64-bit)
Revision: 8920e690dd011895672947112477d10d5c8afb09-refs/branch-heads/3497@{#948}
OS: Linux

What steps will reproduce the problem?
(1) Maximize Chrome
(2) Move mouse to very top of screen vertically over a tab.
(3) Click

What is the expected result?

  That tab should be clicked.

What happens instead?

  Tab is not clicked.

This is a regression, revert to the old UI and this works fine, i.e. you can click on a tab with the mouse at the very edge of the screen.

What window manager do you have?  If it's a tiling WM we may have just landed a fix for this.  Screenshots would help.

Very likely a dupe of 882854.  As pkasting points out, screenshots and WM would help :)
Yes, it is a tiling window manager: dwm.

And yes, this looks like a dup of 882854.
