Windows only: Omnibox maybe should lose focus when user opens a menu

Issue descriptionChrome: all versions including Canary Windows: 7 ================ 1. click/focus the address bar (omnibox) 2. optionally press Left or Right or Up or Down arrow key 3. click/open the main menu Expected: the omnibox loses focus (no blue outline, optionally no blinking cursor and/or no list of suggestions) Observed: the omnibox seems to have focus (blue outline, optionally blinking cursor and/or list of suggestions) ================ Notes: * The actual focus is in the menu when it's shown * If you invoke the suggestion mode in step 1 by pressing Up or Down arrow key, this mode stays active in step 3. * If you click the new user menu icon in step 3 instead of the menu, the focus is properly removed from the omnibox.

Mac and Linux work as intended: 1. On Mac, in Safari, the location bar also does not lose focus when the user opens a menu. 2. On Linux, in the Files app, the location bar does not lose focus when the user opens a menu. On Windows maybe we should change: 1. On Windows, in both the File Explorer and Edge, the location bar DOES lose focus when the user opens a menu. Maybe we should change Chrome to match that platform style. Leaving as P3 unless someone thinks it's more important.

If Safari and Linux Files app also blink the caret in the address bar when the menu is opened, it might be their UX bug, which was never reported/fixed similarly to this one. I looked all over this bug tracker for quite a long time and didn't find an existing report about this. Also, it should be reiterated that regardless of the other apps/OS behavior, Chrome must at least be consistent within its own UI, but currently the new user avatar menu behaves differently to the main menu (in Windows at least) - it defocuses the address bar. One could argue that internally the avatar menu is implemented differently, but that's hardly relevant as they both look and behave similarly.
