[Internal] Chrome issue

Issue description

The following is the AT&T requirements for Chrome,please help us to confirm it,thank you so much!

When a web site automatically spawns a   new tab, the user must be notified that a new tab has opened via either an   incrementing tab icon, a message which appears briefly on the screen (e.g.   Opening new tab…), or an animation (e.g. showing that the new tab is moving   in front of the previously existing tab).

It's unclear what the issue is. Animation and tab increment in the tab switcher icon should already be happening.

Assigning to core app PM to consider this feature request.

I agree with Matt -- I believe that we are already increment the tab count and we should already be running an animation. It would be helpful if the partner who filed this request could capture a screen recording of the observed behavior so that we can confirm.
