Dropdown Menu randomly flashes when opened

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Click on the three vertical dots on the almost-top/right of Chrome

What is the expected behavior?
the dropdown menu should appear. Whatever its background color is, it shouldn't change. It may take more or less milliseconds to be able to show the menu, but however "long" it takes, you shouldn't draw anything until you are able to draw the menu with its final appearance.

What went wrong?
At random times, more than 50% of the times, randomly, at first a light-grey rectangle of the exact same size and place as the menu shows up for a tiny fraction of a second, then the menu immediately shows up with its usual, expected very dark grey background color.

Please make sure to test on a page with a dark background, or you may fail to notice the issue even if it does reproduce.

Which reminds me of:

Actually, I rarely browse pages with very dark backgrounds, so this might have been happening for a while without me realising. However, I'm pretty sure this hasn't always happened.

Trying this a little bit more, I'd say it's much closer to 100% of the times.

Unable to reproduce the issue on ubuntu 14.04 using chrome reported version #69.0.3497.100 and latest chrome version #71.0.3557.0.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Clicked on the three vertical dots on the almost-top/right of Chrome.
2. Observed that the dropdown menu appeared without any random flashes.

matteosistisette@ - Could you please check the issue on latest chrome version #71.0.3557.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

I don't know why but the colors in your chrome are much different than mine.

My menu is much darker than yours (and the tabs are lighter).

How comes Chrome looks different to different users?? I have never touched any appearance-related settings, if they exist at all.

Wait a moment, you installed an addon that changes Chrome theme to make it dark?Why wold you do that??

I have no relevant addons installed - none that messes with colors or themes anyway.

When you say you can't reproduce, did you test properly, or are you basing it on the test by the idiot in comment 4?
