Yes I can confirm that chrome is not muted in the sound mixer. I am running a fresh install of chrome in the tests I am running, so no extentions or apps. I have personally tested with internet and firefox on the same machine that encountered the issue, and found no similar problem. Variations are as follows (read from chrome canary): 2c707b42-ca7d8d80 411b6d4e-3f4a17df b7d3b6c2-3f4a17df fe69e053-94941f92 9d7f502c-d5d68bac d01ab0d3-75dfaed 16e0dd70-3f4a17df 66df3e9d-acb92ace ebeb14fc-3f4a17df b7e2524c-ca7d8d80 a6674cf-3fcacf88 da89714-4ad60575 64da5c1e-ca7d8d80 61832c80-3f4a17df cc20827f-707e3d9b 9041608a-3f4a17df 5852bcb0-a75ab0e c6c1fc26-3d47f4f4 6025934e-3f4a17df c27fec31-2d5b6ed9 7c1bc906-86bf56d9 9def365c-f23d1dea 62138821-3f4a17df 47e5d3db-f23d1dea 125b7f68-9def3bd2 d442dfb7-ca7d8d80 9ca1387e-f23d1dea 41e765a5-f23d1dea 1149accc-3f4a17df 6557d030-f23d1dea ab3d6cfd-3f4a17df 34d450b1-661b46ec f75ce29e-f23d1dea a582a1b8-ad75ce17 495970ba-ca7d8d80 7f7844ec-f9a429c5 3042ad4b-f23d1dea 31e1328a-27212adc e56c5101-ad2fa222 44827ee5-3f4a17df edbcf7c5-2d3ce014 5485fc4d-3d47f4f4 de47491b-33c3eba5 93731dca-4ea9d0e4 e111fcd-f23d1dea 41f007f9-41f007f9 9b4c4257-592e7888 43f62d3b-cf4f6ead 4ae380f4-f23d1dea c992f345-ca7d8d80 3a0563a1-65222f0b 9e5c75f1-c9c9971c 6872f671-991e1e1 2594bdf4-ed9a47bf 6fa07eb4-ca7d8d80 4934552d-3f4a17df 7a5ba892-3f4a17df d1cd70a5-88090246 4ea303a6-5a57feca 95876445-ca7d8d80 d92562a9-4d2fac87 fc369826-3f4a17df 7aa46da5-c946b150 67246da1-f23d1dea cc54eb06-f23d1dea 58a025e3-36e97b2c ad6d27cc-7075cd8 df072bba-9a6c5085 8576baf1-3f4a17df f3ea30a0-3f4a17df 23496387-232b3cab 2e7f6029-3f349e7a 344833e9-473e8c2e 4bc337ce-a1f4f53d caaf551e-7c7ea110 9a2f4e5b-556b4118 494d8760-52325d43 3ac60855-486e2a9c f296190c-bca011b3 4442aae2-6bdfffe7 ed1d377-e1cc0f14 75f0f0a0-e1cc0f14 e2b18481-9d9eea77 e7e71889-4ad60575 f9e5da91-f23d1dea 5e60f31d-803f8fc4 6e3b857e-61c25c72 6a51bb09-ca7d8d80 b0ea13bc-f23d1dea 94e68624-f23d1dea cc73f8a1-a3a14831 b4e8892d-f23d1dea 10a311eb-f23d1dea

Thank you rugnirtheviking@. d01ab0d3-75dfaed is a control group of AudioService experiment, so it's not related. Could you while playing audio: Browse to chrome://media-internals and select the players tab. Press "copy all to clipboard", then paste into a text file/doc. Then select the audio tab and do the same. Attach/link the doc to the bug. Thanks!

rugnirtheviking: to confirm what you wrote in the report, does this happen with Chrome stable as well? (version 69).
,
Sep 24
Yes, I can confirm this happens in chrome stable. As of the latest chrome canary (71.0.3559.1) - this issue appears to have been resolved. Unfortunaetly, it's not clear exactly what, if anything, changed to cause this issue to start/stop
