Prefered Dark and Light mode (like windows) for Default and Incognito mode

Reported by svd...@gmail.com, Sep 20

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open browser in 'normal' mode
2. Get blinded
3. Install Flux?

What is the expected behavior?
I'd love to be able, for both browsing modes, Normal and Incognito. I'd expect this to be a setting in my Chrome settings. (Not a theme like is recommended to often.) The dark mode already excists, why not extend this color feature.

What went wrong?
We've gotten used to being able to pick a dark or light mode for our apps in Windows. Just reduces the eye strain, especially with a desktop job or later at night.

Did this work before? N/A

Chrome version: 69.0.3497.100 Channel: stable
OS Version: 10.0
