3. Tap in Omnibox
Observed results:
Notice that omnibox overlaps with face omnibox.
Expected results:
Only one omnibox should be displayed on top upon tapping in it.

This only happens for the tab opened on the first launch of the app on iPhone.
Justin: this is because the self.topLayoutGuide.length in BVC's -nativeContentHeaderHeightForWebState: is returning 0, probably because we are presenting the FRE on top of it.
I don't really know what is the correct fix.
