Stop loading" is quite interruptive. Also while I'm on WiFi it's irrelevant, I have all the bandwidth I want. When I'm on cellular it's also not that useful as my plan covers enough data. Can it be turned off? My understanding is that there is logic to track if the user clicks on the popup or not. Based on that, we stop showing it after N times. ryansturm@ can confirm the exact logic.

This feature targets data saver users, so it sounds like the user is not at all data sensitive and doesn't need data saver to be on. Like tbansal@ said, there is logic to prevent showing it if you don't interact with it, so it shouldn't show for 10 minutes after you ignore it, and it shouldn't show on the same host more than 7 times or 10 times overall (if you don't interact with it). We could expose settings to manually turn it off (in product help), but that seems like overkill. I'd consider moving the host param to a lower value, like 4, based on this feedback.
