Sync is backed off due to NETWORK_CONNECTION_UNAVAILABLE

Issue description

Saw this just now on my corp account. I *think* I've seen it before, but it went away by itself somehow (maybe Chrome restart?).
chrome://settings/people and chrome://settings/syncSetup don't show any error.

Sync-internals shows several instances of a NETWORK_CONNECTION_UNAVAILABLE error. That doesn't sound plausible; this machine is connected to the (wired) corp network.
According to signin-internals, Sync's access token expired yesterday.
Looks like either the server sends an inappropriate response, or we're misinterpreting the response.
 
While in this state, Sync keeps re-trying every 10 minutes, which seems appropriate if there actually was an error with the network connection.
This might be  bug 880633  again - turns out my Chrome version doesn't have the fix yet.

My Chrome has updated to 70.0.3538.22 (which is the first version that has the fix). I'll check tomorrow if it happens again when the new access token expires.
