Prevent downloads on Chrome OS

1. Attempt to block downloads for Chromebooks or other Chrome OS devices.

What is the expected behavior?
I would like to be able to block or restrict what students download the student's can do. 

What went wrong?
I have no options to block downloads.

The client supports this: Set the DownloadRestrictions policy to BlockAllDownloads.

Over to Marcus to check whether we expose this policy in CPanel and if now, whether we should.

Is this policy in the admin console to apply to all of my Chrome devices because the Google rep I spoke to yesterday said it was not.
