Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Go to website that has flash 2. enable flash 3. close chrome 4. Go to same website and it asks you to enable flash again. What is the expected behavior? Website is not retaining the fact that you previously enabled flash. What went wrong? Website is not retaining the fact that you previously enabled flash. Did this work before? Able to reproduce issue on reported chrome version 69.0.3497.100 & on latest chrome 71.0.3557.0 using Windows 10,Ubuntu 14.04 and Mac 10.13.6. As bisect is invoking all the good builds only. Hence providing Manual bisect information below.
