Issue descriptionApp Version: 70.0.3538.27 beta iOS Version: iOS 10.3.3,11.4 Device: iPad Air 2, iPad Pro Precondition: 1. Have few passwords saved. Steps to reproduce: 1. Launch Chrome in slide over mode. 2. Tap on Menu > Settings > Passwords. Observed results: EDIT button is not displayed in slide over mode. It seems to be inconsistent, I see it sometimes but not others. When the EDIT button isn't visible, it seems to be that the MDCFlexibleHeaderView is way larger than the ChromeOverlayWindow, putting the rightmost button out of range. If it seems related to the search field, please assign to me.
