[DevTools] Focus gets lost from 'expression' text box after clicking anywhere on page.

Chrome Version: 71.0.3557.0 Revision 409ad95fbafba7ca90dc799c9a0be24d3abb549f-refs/branch-heads/3557@{#1}(32/64 bit)
OS: Windows(7,8,8.1,10), Linux(14.04 LTs), Mac(10.12.6, 10.13.1, 10.13.6, 10.14) 

What steps will reproduce the problem?
(1) Launch chrome,open NTP and then open dev tools window.
(2) Navigate to Console section and click on 'Create new expression' icon.
(3) Now click anywhere on page and observe.

Actual: Focus gets lost from 'expression' text box after clicking anywhere on page.

Expected: Focus should not lost from 'expression' text box.

This is a Non-regression issue seen from M-70 series as 'Create live expression' button under 'Console' is introduced from build #70.0.3536.0

NOTE: This issue is also reproducible on Beta #70.0.3538.22 and Dev #71.0.3554.0

This works as intended, it's not a modal dialog box. Focus moves as you click in the console.
Perhaps it should remove the live expression if it's empty. Erik, wdyt?

This is intended behavior, marking as WontFix.  During code review, we considered removing empty expressions, but decided against it.
