[Internal]-Two windows appear when Chrome switches to pip

Title:Two windows appear when Chrome switches to pip.
PHONE build fingerprint prefix
- Version of Android：Android 8.1
- Version of Google Play Services (GmsCore.apk):version 11.9.75 (940-182402865)
- Phone used and Build: Pixel OPM1.171019.013
- Related app name and version：Chrome 64.0.3282.137


STEPS TO REPRODUCE: (please be specific) 
1.Enter Chrome and play "IQIYI" video.
2.Switch to pip mode.Click on the Chrome window to enter PipMenuActivity(Larger window).
3.Move window immediately while waiting for window to shrink.
4.Repeat 2-3 steps to observe the phenomenon.

REPRODUCE RATE: 
1 times out of 5 tries

EXPECTED RESULTS:
1.Chrome window shows normal.

OBSERVED RESULTS:
1.Two windows appear when Chrome switches to pip.

This issue is reproducible inconsistently from M61 builds.Hence leaving this as untriaged  to get this addressed from dev team. cc'ing mlamouri@ to help in getting this addressed.

Can you reproduce this with an up to date version of Chrome?

Also, what's IQIYI video?
