What steps will reproduce the problem?
(1) Launch chrome, open NTP and then open dev tools window.
(2) Navigate to Console section and click on 'Create new expression' then type any text and observe.

Actual: Three dots are seen while typing text into 'Console' section.

Expected: No such a three dots should seen while typing text into 'Console' section.

This is a regression issue, broken in 'M70', below is bisect info:

Good Build 70.0.3535.0
Bad Build: 70.0.3536.0

You are probably looking for a change made after 586554 (known good), but no later than 586564 (first known bad).

Suspect: r586561 ?

Note:
1. Tried to perform 'per-revision' bisect but it shows "We don't have enough builds to bisect" error message (tried on different machines but still got the same error.)
2.Hence providing suspect from chromium bisect range.
