Non-Regression : All text moved to LHS and there is no proper space between Overlay edges and text in Second User Sign in screen

Issue description

Chrome Version: 71.0.3555.0/11081.0.0 dev channel Paine,Candy and Blaze
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now at Uber Tray click on 'Sign out' 
(2)In Sign out screen select 'Add Person' option -> Now observe Sign in screen
i.e. all text moved to LHS ,there is no proper space between Overlay edges and text &'Next' button is also seen at RHS
(Please refer Screenshot)

Expected: Proper space should be seen between Overlay edges and text & 'Next' button is seen at RHS
Actual: Instead no proper space is seen between Overlay edges and text 

This is Non-Regression Issue seen from M-62

I see this for webui login as well
I suspect this is due to a Gaia-side change. I'm seeing this on M69 stable. (But OOBE may need to make changes to accommodate it.)
