Regression: [NTP] Focus traverses on 'Restore Default Background' even when the option is 'Disabled'

Issue description

Chrome Version: 71.0.3557.0 (Official Build) Revision	409ad95fbafba7ca90dc799c9a0be24d3abb549f-refs/branch-heads/3557@{#1} (32/64-bit)
OS: Windows(7,8,8.1,1), Mac (10.12.6, 10.13.1, 10.13.6, 10.14) OS

Steps to reproduce:
1. Launch chrome and navigate to chrome://flags.
2. Click on 'Reset all to default ' and 'Relaunch' the browser.
3. On NTP ,bring focus to 'Gear' icon by pressing tab key and press enter.
4. On 'Customise this Page' overlay press tab key and Observe.

Actual Result  : Focus traverses on 'Restore Default Background' even when the option is 'Disabled'.
Expected Result: Focus should not traverse on 'Restore Default Background' when the option is 'Disabled'.

This is a regression issue, broken in 'M-70', and below is the bisect info:
Good Build: 70.0.3537.0 (Revision: 587303)
Bad Build : 70.0.3538.0 (Revision: 587811)

@sweilun: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Provided suspect through 'Change-log' URL because unable to perform bisect using 'per-revision' bisect script and 'Chromium bisect' script. 
2. Tried performing 'per revision' bisect on multiple Windows machines but unable to perform the same since getting following errors: 
   (a) Error message on Windows  OS : Unable to find locale data files 
   (b) Error message on Mac OS      :[Errno 2] No such file or directory error message
3. Unable to perform 'chromium bisect' script as issue is not reproducible on chromium builds.
4. Issue is not reproducible on Linux(14.04 LTS).

Status: Fixed (was: Assigned)
I believe the CL listed is the fix for this bug. It has already fixed on M70, but not merge to the official build yet.
