Issue descriptionChrome Version: 11081.0.0/71.0.3555.0 OS: Chrome OS What steps will reproduce the problem? (1) Enable only 'Google Japanese Input (for US keyboard)' and 'US keyboard'. (2) pushing '英数' key and 'かな' key What is the expected result? Pushing '英数' key and 'かな' key switch active IME to 'US keyboard' and 'Google Japanese Input (for US keyboard)' respectively. What happens instead? both keys switch active IME to 'Google Japanese Input (for US keyboard)' Changing InputMethodManagerImpl::StateImpl::ToggleInputMethodForJpIme to choose the enabled Japanese input should fix this issue.

Hanada, do you means press on physical keyboard. Currently we remove '英数' key and 'かな' key from Japanese VK.

Yes. This issue is for Japanese physical keyboard.

Isn't this WAI? When 'for US keyboard' is in use, CrOS uses the XKB layout for US hardware keyboard which doesn't know anything about the scan code for these two special keys.
