Cross-domain redirect kills Cookies

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Perform a successful login on a page
2. Switch to a page on another domain that redirects to the first domain

What is the expected behavior?
Login is still persistent

What went wrong?
Login is no longer present

Did this work before? Yes 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0

Can you reproduce this issue without dev tools open?  If not, this is likely a dupe of  issue 871998 .

Weird.  I'll close the bug, but feel free to open a new one (Or if it's within a couple days, can comment back here, but after that, a new bug, with a net-export log, is the better option).
