What steps will reproduce the problem?
(1)Recover build >> In OOBE screen ->Accessibility Settings 
(2)Enable Chromevox(spoken feedback) and try hear the spoken feedback

Actual: Unable to hear the Chromevox(spoken feedback) in OOBE
Expected: Should be able to hear the  Chromevox(spoken feedback) in OOBE

This is a Regression issue as same is working fine in 70.0.3538.22 dev
