Regression : Hand pointer is not seen on mouse hover on 'Print using system dialog' option.

Chrome Version : 71.0.3557.0 (Official Build) 409ad95fbafba7ca90dc799c9a0be24d3abb549f-refs/branch-heads/3557@{#1} 32/64 bit
OS : Windows (7, 8, 8.1 ,10)

What steps will reproduce the problem?
1. Launch chrome and give print command on NTP using Ctrl + P keyboard shortcut.
2. In print preview window, hove mouse over 'Print using system dialog' option at bottom and observe mouse pointer.

Actual Result : Hand pointer is not seen on mouse hover on 'Print using system dialog' option.

Expected Result : Arrow cursor should turn into 'Hand pointer' when hovering mouse on 'Print using system dialog'.

This is a regression issue broken in ‘M-71’ and will soon update remaining information:
Good Build : 71.0.3556.0 (Revision : 592302)
Bad Build : 71.0.3557.0 (Revision : 592637)

Print Preview: Adjust more settings padding and set links actionable

Fixing 2 bugs:
(1) When "More settings" is expanded, margin should be 16px
(2) Make links actionable so hand pointer shows up

Tested above issue in latest Canary build #71.0.3558.0 on Windows(7, 8, 8.1, 10), Linux(14.04 LTS) and Mac(10.12.6, 10.13.1, 10.14, 10.13.6) OS and the issue is fixed. 
Now, Hand pointer appears while hovering mouse over 'Print using system dialog' link in print preview window. Kindly review an attached screen-cast for reference.
