openOptionsPage() always spawns new tab from browserAction popup

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36

Steps to reproduce the problem:
Here is how my options page is configured in manifest.json:

  "options_ui": {
    "page": "options.html",
    "chrome_style": false,
    "open_in_tab": true
  },

Whenever I call chrome.runtime.openOptionsPage() from the browserAction popup, it always opens the options page in a new tab.

What is the expected behavior?
It should behave consistently with openOptionsPage() when called from the event page (context menu), which is to spawn a new Options page only if one doesn't already exist; and switch to the Options page if it already exists.

What went wrong?
openOptionsPage() opens Option in a new tab every single time if it's called from inside the browserAction popup.
