Shelf icon name appears after hovering cursor over icon and leaving icon

What steps will reproduce the problem?
1. Hover your cursor over an icon on the shelf quickly
2. Put your cursor somewhere else quickly without clicking, or it being another shelf icon
3. The name appears without your cursor hovering over the icon

What is the expected result?
Name of shelf icon appears only when your cursor is hovering over the icon. 

What happens instead of that?
Shelf icon name appears when your cursor hovers on it for a split second and moves to a different part of the screen (this gets annoying). 

Please provide any additional information below. Attach a screenshot if
possible.

Can reproduce this on Swanky (M70, don't have platform info at the moment) and used to see it on Peppy (M71, 11097.0.0 (Official Build) dev-channel peppy). I will see if it is reproducible on Candy (M69) when I get the chance.

This has been annoying me quite a bit lately. Still present on M71-11123.0.0, combined with  bug 888570  this looks pretty bad as the ripple animation appears too.

Can reproduce on (11125.0.0 (Official Build) dev-channel peppy) and (11021.34.0 (Official Build) beta-channel nautilus-unibuild (nautilus nautiluslte)).

I can reproduce this on (11192.0.0 (Official Build) canary-channel peppy). Right now, it is on all channels.
