A page inside iframe is not clickable

Chrome Version: 71.0.3552.6 (Official Build) canary (64-bit)
OS: Chrome OS 11077.0.0 (Official Build) canary-channel eve

What steps will reproduce the problem?
(1) Go https://developer.mozilla.org/en-US/docs/Web/HTML/Element/iframe
(2) Click the area inside <iframe> (below "HTML Demo: <iframe>")

What is the expected result?
Click works

What happens instead?
Click doesn't work

Please use labels and text to provide additional information.
Not only clicking, but also scrolling doesn't work. I saw the same issue on several websites.

Sounds like 877762 - can you confirm by pasting your variations from chrome://version?

I'm going to dup preemptively - if it turns out to be different we can undup.

note that "Viz hit-test draw-quad" has been disabled for more than 24hrs
