Title bar and close button lingers on screen

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.56.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.95 Safari/537.36 Platform: 10895.56.0 (Official Build) stable-channel eve Steps to reproduce the problem: 1. Make a windowed app full screen 2. By chance this will happen, but more often when returning from sleep and the windowed app was open when sleeping. What is the expected behavior? Normal operation: no unclosable title bar What went wrong? Floating, unattached, title bar remains on screen and I cannot close it (see screenshot). Did this work before? N/A Chrome version: 69.0.3497.95 Channel: stable OS Version: 10895.56.0 Flash Version: A restart takes care of the issue but happens quite often (happens at least once every 2 days).

I think I have found a pattern. When an Android app in fullscreen mode crashes, this is the resultant behavior.

This happens for me when closing Squid normally sometimes. A reboot is required to get rid of the white bar. SO far I have not found other Android apps that cause this. Lenovo 500e beta channel

I could get the white bar to go away by entering chrome://restart in the browser
