Not sufficient contrast for focus ring within system tray

Google Chrome: 70.0.3538.7 (Official Build) dev (64-bit)
Firmware version: Google_Caroline.7820.384.0

What steps will reproduce the problem?
* Navigate to the system tray using the keyboard shortcut Shift + Alt + S
* Tab through to view and test the contrast of the focus ring to the background 

What is the expected result?
Contrast ratio of at least 4.5:1
(AAA rating is a contrast of at least 7:1)

What happens instead?
Contrast ratio is 2.1:1

Swapping out labels. Adding label focus-contrast-low since this is specific to focus ring contrast. Removing a11y-q2-18 label since focus ring contrast wasn't a part of that assessment. (If you have any questions about this, kjbooker@, please just let me know!)
