UI crash when pressing ctrl+alt+z to enable ChromeVox while camera is recording

Reproduced on snappy
Version: R70-11021.10.0

What steps will reproduce the problem?
1.Updated recovery image via recovery media,went to OOBE and boot into OS.
2.Launch Camera to recording. 
3.Record about 2~3 minutes,press crt+alt+z to enable ChromeVox. 

What is the expected result?
Should not UI crash

What happens instead?
Found screen black once and camera would auto close,then appear Restore pages.

Sorry, we don't have the original crash report. This was reported by an ODM on an unrelated board.

Based on following OS on Careena project, we still duplicated.
OS version: 11124.0.0
Chrome version: 71.0.3567.0
BIOS version: Google_Grunt.11031.14.0
Fail rate: 2 out of 2 units
Fail time: 2 out of 3 times

I'm assuming it's the ARC++ Camera app? Still not reproducing on 72.
