ImageCapture.takePhoto returns low resolution photos on some devices

Issue description

Chrome Version: 64.0.3282
OS: Android 8.1.0

What steps will reproduce the problem?
(1) Go to https://simpl.info/imagecapture/
(2) Tap 'Take Photo' button
(3) Download captured photo

What is the expected result?

Captured photo is at the device camera's native resolution. (1872x3328)

What happens instead?

Captured photo is smaller that device camera native resolution. (480x640)

We can replicate this on Huawei Y3 and have heard report of issue occurring on a Huawei Honor 6x. On Pixel 1, ImageCapture.takePhoto behaves as expected, returning full resolution image.

@ joelriley: Tested the issue on Nexus 6p and below are observations, 

1. Navigated to  https://simpl.info/imagecapture/ , clicked on take photo
2. Now long pressed and didn't observe any option to download captured photo.

Could you please let us know how to proceed further? Seems like issue is logged on M64 version, is this issue reproducible on latest versions? 
For 2., the photo captured will be below the displayed stream, so you'll need to long press that photo by scrolling to the bottom of the page rather than long pressing on the stream itself. Does this help?

Some other devices we can reproduce this on:
+ Huawei P8 lite
+ Samsung GT
+ Moto G5
+ Honor 8
