Shutdown ChromeOS SoM integration |

Issue descriptionPer the CI 2020 design doc and various conversations offline, SoM isn't currently working for sheriffs any better than simply looking at the go/cros-build-annotator annotations. As such, we are shutting down the integration. In the future, we will have a Monarch-based email notification for failures that aren't infrastructure instead of investing in getting SoM to notify and deduplicate. All documentation was updated in issue 886962 .

There is the ChromeOS section of SOM to shutdown, as well as the "som-dispatcher" builder and is associated code.
