We don't currently publish binary packages for internal packages installed during UpdateChroot.

We should create a new builder that runs from time to time which publishes new chroot.imag files, and/or binary prebuilts for internal packages installed during chroot creation and initial update.

This will be a performance improvement for both developers, and builders.
