No transparency on shelf.

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.19.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.22 Safari/537.36 Platform: 11021.19.0 (Official Build) dev-channel leon Steps to reproduce the problem: 1. Dev channel updated to 70.0.3538.22 2. Shelf appears larger with no transparency now. 3. Chrome://flags to disable the new shelf no longer work. It can't be changed back to the old shelf. 4. How can I revert back to the old shelf that looked better? What is the expected behavior? A transparent & slimmer shelf. What went wrong? Your redesign of the shelf is bad. Bring back transparency and a shelf that is smaller in size! Did this work before? Yes 70 (prior dev channel version allowed to revert back to the old shelf) Chrome version: 70.0.3538.22 Channel: dev OS Version: 11021.19.0 Flash Version: 31.0.0.113 The redesigned shelf is too big/bulky and looks weird.

Also give us an option to put the pinned/non-pinned apps on the left instead of being centered. These changes are awful.

A UX nit relevant to this: the new non-maximized shelf (with rounded corners) looks pretty bad when you have the full screen taken up by non-maximized windows, e.g., just snapping two windows side-by-side as in this screenshot. See the small gap visible on the left and right edges of the shelf? Looks silly.
