Switching off theme sync does not immediately take effect

Issue description

Chrome Version: 69.0.3497.92 (Official Build) (64-bit)

What steps will reproduce the problem?
(1) Use a clean installation of Chrome on two computers
(2) Sign in to your Chrome account on both computers
(3) Go to chrome://settings/syncSetup and untick the "Themes & Wallpapers" toggle switch
(4) On the same computer, open a new tab and go to https://chrome.google.com/webstore/category/themes and pick a theme to install, and install it

What is the expected result?

The theme should change on the computer where you disabled "Themes & Wallpapers" syncing.

What happens instead?

The theme also changes on the other computer signed in to your Chrome account.

 
It appears that rebooting the browser after unticking the "Themes & Wallpapers" toggle switch gives me the expected behavior.
Note, that changed sync settings only take effect after you closed the settings tab. Did you do that after step (3)?
No.  The tab was still open.

If the act of closing the tab is what "commits" the settings change, I find that extremely counterintuitive.  There is no "save" button, so my assumption as a user is that the change takes effect immediately, just like with anything else that doesn't have an explicit save button.
